In a country devastated by Covid and debilitated by lockdowns, a new epidemic threatens to overwhelm the state. An increasing number of people simply die without explanation if they are locked up against their will. What will happen to the state’s powers of arrest and its very authority if the existence of growing numbers of these Unjailables becomes known? Comal, the scientist, and Jorn, the woman he investigates, must face a state that becomes more violent as its power is threatened.
