Herefordshire 1865 Crimean veteran Supt George Colley feels unchallenged by the dull murders he is called upon to investigate. Until he is faced with a series of grizzly deaths that seem to hark back to medieval punishments. As the death count rises he begins to suspect that the crimes are linked to the Doward, a brooding hill on the Gloucestershire border and the lawless people who live there. As Colley comes closer to finding the killer his own life is put in danger and friendships tested.
